A life rooted in hard work and community
NamQuan Nguyen came to the United States from Vietnam with his immediate family in 1994 through the Humanitarian Operation program. His immigrant experience gave him a personal understanding of the challenges families face while building a new life.
A UC Irvine graduate in Computer Engineering and a Westminster small-business owner, he understands the responsibilities carried by working families and local employers. Before joining the City Council, he served on the Westminster Traffic Commission. During COVID-19, he worked alongside volunteers to distribute food and necessities to families in need.

Restoring Westminster’s financial foundation
After the pandemic, Westminster faced serious financial uncertainty. Through disciplined budgeting, cooperation between the City Council and staff, and a commitment to protect essential services, the city rebuilt its financial foundation.
For the first time in more than a decade, Westminster has more than $60 million in reserves—helping protect essential services, maintain stability, and prepare responsibly for future challenges.

Strengthening public safety
Public safety remains one of NamQuan’s highest priorities. He supported hiring additional police officers and continues advocating for more officers and park rangers.
He also supports stronger school protection and closer cooperation among the city, police, schools, parents, and community organizations. His record has earned the endorsement of the Westminster Police Officers’ Association and Orange County Professional Firefighters, IAFF Local 3631.

Improving neighborhoods and supporting local business
NamQuan pushed for road repairs, cleaner streets, improved landscaping, neighborhood infrastructure, and reinvestment in Westminster’s public spaces.
As a small-business owner, he understands the burdens of complicated rules, long approvals, and rising costs. He worked to reduce unnecessary red tape so shops and restaurants can open, grow, create jobs, and contribute to Westminster’s economic vitality.

Investing in youth and schools
His priorities include Safe Routes to School, youth scholarships, stronger city-school partnerships, school safety, and more opportunities for young people to volunteer and gain practical experience.
By connecting students with community organizations, public-safety professionals, businesses, and local leaders, he seeks to help Westminster’s next generation prepare for the future.

Addressing homelessness with compassion and accountability
NamQuan supports practical solutions that help people regain stability while protecting neighborhood quality of life.
He supported the city shelter and coordinated services connecting people with temporary housing, mental-health care, employment guidance, and job training. His approach pairs compassion with accountability and measurable action.

Honoring Vietnamese American heritage
NamQuan is active in recognizing the history and contributions of Westminster’s Vietnamese American community.
He authored the initiative establishing the Hai Bà Trưng Way street sign, honoring two Vietnamese heroines known for courage, leadership, and independence while preserving Vietnamese heritage for future generations.

Representing Westminster beyond City Hall
During the 2026 legislative advocacy trip to Washington, D.C., NamQuan joined regional leaders and community representatives to advocate for local priorities, infrastructure needs, government resources, and programs serving Westminster residents.
Whether distributing food, meeting public-safety personnel, visiting businesses, recognizing volunteers, attending cultural celebrations, or speaking with residents, he believes public service begins with being present in the community.
